This the entrance level of professional planning work in the County Planning Department. The work is performed under the direct supervision of the Deputy Planning Director and the general supervision of the Planning Director and may initially consist of basic professional assignments in keeping with the job level. Assignments may increase in complexity and responsibility as an employee increases in professional competence. Supervision of others is not a responsibility of this class. Work is performed in the office and in the field. Incumbent must be willing to attend and participate in evening meetings. A Planning Assistant does related work as assigned.

Examples of Duties

  • Prepares maps and analyzes geographic data using geographic information system computer hardware and software;
  • Provides technical mapping and data assistance to municipalities that are preparing community comprehensive plans, zoning laws, subdivision regulations and other land use regulations;
  • Participates in studies involving research, investigation and analysis of sociological, economic and environmental factors related to municipal, regional and community planning;
  • Collects, tabulates and analyzes data on census statistics for use in population, housing and land use reports;
  • Prepares charts and layouts to scale and other graphic materials;
  • May assist with preparing grant applications and grant implementation;
  • Reviews and critiques requests for zoning variances, land use changes and subdivision plans;
  • Provides staff work support services to the County Planning Board, Agricultural & Farmland Protection Board, Environmental Management Council, Conesus Lake Watershed Council and other boards and committees as needed;
  • Performs miscellaneous office work and maintains records of the Planning Board’s activities;
  • Answers request for information from the public and other County departments; and
  • Performs other related activities as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of computer applications in planning, including geographic information systems, spreadsheets and database management software; working knowledge of the purposes, principles, terminology and practices employed in municipal planning; working knowledge of the principles and practices of mapping and graphic visual methods as applied to community planning; working knowledge of basic research methods and techniques; good written and oral communication skills; ability to communicate effectively both orally and in writing; ability to understand and follow complex oral and written instructions; ability to use computer applications such as spreadsheets, word processing, email and database software; ability to analyze, organize data and prepare clear and accurate reports; good rapport with and courtesy toward co-workers and the public; initiative and resourcefulness; tact; courtesy; good judgement; physical condition commensurate with the demands of the position.

Typical Qualifications

RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the written test:

  • Livingston County, or
  • One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming
MINIMUM QUALIFICATIONS: Applicants must meet all requirements described in the following table in order to be approved for examination and/or appointment:

Training/Education
  • Possession of an Associate’s degree[1][2] in planning, geography, political science, landscape architecture, environmental studies, geographic information systems (GIS), sustainability or a field of study related to land use planning.
General experience
  • Completion of two or more courses in GIS mapping; OR
  • Six months of paid or unpaid work experience or an internship using GIS.
Supervisory experience
  • None required.
License/ Certification
  • Possession of a valid New York State driver’s license.

Supplemental Information

  1. An appropriate driver’s license must be maintained throughout employment and the incumbent must possess an automobile for use on the job.
  2. A driving record evidencing safe and responsible vehicle operation is required.
  3. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.
PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.

NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
