The work involves responsibility for performing a variety of complex accounting and fiscal management functions in the Livingston County Treasurer’s Office. The incumbent oversees account keeping activities, oversees the collection, receipt, and processing of taxes, installs and maintains accounting systems, manages cash flow, oversees the ongoing monitoring of departmental budgets, determines the need to issue debt instruments, and processes necessary documents. Supervision is exercised over subordinate employees engaged in clerical and accounting duties. The work is performed under the general supervision of the County Treasurer with leeway allowed for exercise of independent judgment in planning and carrying out work activities. The incumbent will serve as the acting County Treasurer in their absence, as necessary and assigned. A Deputy County Treasurer does related work as assigned.

Examples of Duties

  • Instructs and advises Livingston County (County) employees on technical accounting practices and procedures, continuously monitors to assure knowledge of new procedures, and changes and insures accounting procedures are in place;
  • Acts for the County Treasurer in their absence, with full authorization to sign and bind the County in all financial matters including but not limited to bank transactions, investments, borrowings, state, and federal aid, etc.
  • Oversees, trains, and supervises a subordinate personnel engaged in a variety of fiscal operations;
  • Assists and advises departments with accounting problems and insures compliance with the NYS Uniform System of Accounts, Generally Accepted Accounting Principles, and Generally Accepted Auditing Standards;
  • Oversees computerized accounting and auditing systems and procedures to provide complete and accurate records of County financial and budgetary transactions;
  • Coordinates accounting functions with the County Information and Technology Services department;
  • Conducts special financial and statistical research including new or modified accounting systems as directed by the County Treasurer or County Administrator;
  • Aids the County Treasurer in the preparation of financial reports and accounting data reports for use in budget preparation and fiscal decision-making;
  • Performs cash flow projection, analysis, and cash management to facilitate financial transactions;
  • Recommends amount, type, and timing of investments and maintains knowledge of current market, monitors suitability and amount of pledged collateral, and assists in formulating investment policy;
  • Confers with County Administrator, County Treasurer, and department heads concerning status of budgetary revenues and expenditures;
  • Oversees and insures that departments responsible for filing reimbursement claims and submitting the revenues to the County Treasurer meet time schedules;
  • Aids in tax collection functions and its interaction with the total fiscal operation;
  • Assists with the annual financial report and year-end reports;
  • Audits various department records to comply with accepted accounting standards;
  • Works directly with independent and state auditors during audits;
  • Adheres to departmental customer service standards;
  • Responds to and analyzes customer complaints;
  • Ensures that customer service standards are adhered to by all staff within the assigned span of control;
  • Determines appropriate corrective measures and ensures follow-through; and
  • Performs other related duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern, general, and governmental accounting, fiscal, and auditing procedures and techniques including budgeting and appropriation practices; thorough knowledge of methods used in keeping financial accounts and records; good knowledge of banking procedures including investments and borrowing; good knowledge of modern fiscal terminology, practices, and procedures; familiarity with computer generated accounting and fiscal records; ability to get along with others; ability to establish and maintain effective working relationships with others; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to plan, direct, supervise, and accept responsibility for the work of others; ability to understand and implement computerized accounting systems in conjunction with a data processing operation; ability to communicate with data processing personnel on accounting matters; ability to review reports, find and define problems, and propose solutions; ability to cope with stringent deadlines; ability to analyze, organize data and prepare clear and accurate reports and budgets; ability to prepare and analyze complex financial and statistical records, reports and statements; ability to prepare complex written reports; ability to prepare and present oral and written reports clearly and concisely; ability to interpret the financial goals of the County; ability to use computer applications such as spreadsheets, word processing, email, and database software; resourcefulness in applying accounting procedures and practices to problems encountered in financial records and reports; physical condition commensurate with the demands of the position.

Typical Qualifications

RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the written test:

  • Livingston County, or
  • One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming
Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

  • Possession of a Bachelor’s degree[1][2]in accounting; OR
  • Possession of a Bachelor’s degree[1][2] in business administration, economics, or a directly related field including at least 12 credit hours in accounting.
  • Possession of an Associate’s degree[2] in accounting; OR
  • Possession of an Associate’s degree[2] in business administration, economics, or a directly related field including at least 12 credit hours in accounting.
General experience
  • Four (4) years of full-time, paid accounting experience and financial reporting.
  • Six (6) years of full-time, paid accounting experience and financial reporting.
Supervisory experience
  • N.A.
License/Certification
  • None required.

Part-time service will be given prorated credit toward experience requirements.
Deputy County Treasurer (1 position) – E in County service
Deputy County Treasurer, all other positions – C in all divisions

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.

NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
