Description This is a skilled mechanic position involving responsibility for directing and participating in the maintenance and repair of heavy-duty vehicles and automotive equipment utilized by the City fleet. Employees are required to perform the most difficult tasks of the trade and to supervise and instruct subordinates in these tasks. Immediate supervision is exercised over the work of mechanics and other workers. Employees of this class are responsible for ensuring that proper work and safety procedures are followed and that subordinates are working in compliance with the labor agreement and departmental policies. Employees of this class may be required to work variable hours, overtime, and be on-call depending on seasonal demands. Performs work independently under the general supervision of an Assistant Service Manager. Performs related work as required.

  • Supervises repair and preventive maintenance work on heavy duty vehicles and automotive equipment;
  • Schedules the work load of mechanics; assigning work based on their abilities;
  • Prepares estimates of labor and time required to complete repair work;
  • Assists and may be required to perform difficult and complex repair work;
  • Analyzes mechanical repairs and advises mechanics as to the most economical and safe procedures to complete the required work;
  • Reviews work for completeness and correctness;
  • Checks on warranty information using computers and software;
  • Interprets City work rule policies to workers and enforces safety regulations;
  • Interprets shop manuals, blueprints, and job orders to subordinates and assigns duties;
  • Implements and enforces City and Bureau safety policy through regular inspections of facilities and equipment;
  • Trains and counsels subordinates in safety practices ;
  • May perform emergency road repairs, off-site repairs, and provide mobile tow service.
High School diploma or G.E.D.*, PLUS EITHER
I. A. Associate's degree in Automotive Technology or closely related field; PLUS two (2) years of performing repairs to heavy and light duty motor equipment, including trucks with diesel engines; OR
I. B. Certification as an ASE Master Automotive Technician or Master Medium/Heavy Truck Technician plus two (2) years of experience as defined in 1. A. above
AND

II. One (1) year of experience as a lead mechanic, directing the work of two or more mechanics in a team situation.

SPECIAL REQUIREMENTS:
  1. Possession of a valid N.Y. State Class B Commercial driver's license at the time of appointment. This license must be maintained throughout employment with the City.
  2. Must own a proper selection of tools necessary to make repairs to heavy-duty vehicles (i.e., socket set, open-end wrenches, test lights, etc.
  3. Possession of N.Y.S. Tow Truck Endorsement within six (6) months of appointment. This endorsement must be maintained throughout employment in this title.

*Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.


Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.


Maintenance and Repair of Motor Vehicles:
These questions test for knowledge of the operating characteristics of the various mechanical and electrical components of motor vehicles and diagnostic practices involved in the maintenance and repair of these components.

Operation, Maintenance, and Repair of Automotive, Truck, and Heavy Highway Maintenance Equipment:

These questions test for knowledge of the operating characteristics of various components of automotive and heavy motor vehicle equipment and the proper maintenance and repair procedures to use on this equipment.

Tools and Test Equipment Used in the Maintenance of Automotive Equipment:

These questions test for knowledge of the correct procedures to use when checking, maintaining, and repairing automotive equipment, including the proper and safe use of various tools, instruments, circuit testers, and similar types of mechanical and electrical test and repair equipment.

Maintenance and Repair of Mechanically and Electronically Controlled Internal Combustion Engines:

These questions test for knowledge of the technical operating characteristics of internal combustion engines, including the ability to troubleshoot symptoms of poor operation and to diagnose and repair typical mechanical or electrical system problems, including computer-controlled systems.

Supervision:

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
