Description The Human Resource Associate provides clerical and administrative support to a functional area of human resource management. For this class, work activities are of a routine nature, where procedures have been clearly defined, and may involve records maintenance, program administration, and transaction processing.
  • Processes routine transactions (e.g., new hires, benefits changes, position classifications), in conformance with established policies and procedures in a specified area of human resource management;
  • Explains procedures to other staff, department personnel, and the public as they apply to day-to-day aspects of a personnel specialty;
  • Reviews applications against pre-defined standards under the supervision or guidance of a higher level staff member;
  • Consults with others internally and externally to resolve issues affecting individual personnel actions;
  • Writes standard correspondence and documentation related to personnel activities of transactions;
  • Collects and compiles information and data about program activities, proposed personnel actions and procedural changes, and identifies possible alternatives;
  • Maintains and updates a variety of records, including inputting data and generating reports from automated record keeping systems (e.g., databases).

High School Diploma or Equivalent* PLUS two (2) years of clerical experience which primarily involved the preparation of personnel documents and associated record keeping.

*Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in removal of your name from this list.

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Customer Service: These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.

Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and Interpreting Written Material: These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Working with Office Records: These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.
  • The Central Library of Rochester and Monroe County May have exam-related material, as well as, other branches.
