Description This position involves responsibility for onsite inspection of dwelling units to determine compliance with all laws, ordinances and codes as applicable to existing property. The work is performed according to established procedures. Employees have frequent contact with the public during inspections and in the explanation of codes and laws. Work is performed under the general supervision of a senior level staff member, with assignment and scheduling of inspections made on a daily basis. Employees work outdoors in all types of weather. Supervision is not a responsibility of this position. Related work is performed as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.


  • Conducts visual inspections of properties and grounds to assess compliance with relevant codes and ordinances;
  • Completes inspection forms;
  • Conducts follow-up inspections to determine if violations have been corrected;
  • Explains code violations and purpose of Property Conservation Code to owners or residents;
  • Conducts field surveys of a specific area to identify and cite exterior code violations;
  • Conducts Lead Dust Wipe Tests;
  • Conducts Quality Housing Inspections as part of Monroe County proactive Property Management Program.
High School Diploma or GED, PLUS A or B:

A. Associate's degree in Construction Technology or a related field;

OR

B. Two (2) years experience in either 1, 2, or 3:
  1. Performing trades work tasks in carpentry, heating, plumbing, electrical, drywall, roofing, or Masonry;
  2. Estimating, drafting, or inspecting building construction;
  3. Public contact work which involved providing complex information to the public, in areas such as, but not limited to, inspecting for code compliance in housing, construction, customer service, teaching, interviewing, inspection for code compliance in housing,

    construction, or refuse collection.

SPECIAL REQUIREMENTS:
  1. N.Y.S. Class D Operator's License at time of appointment;
  2. Car available for daily use;
  3. Employee must complete the requirements for and obtain New York State Certification for building and property inspectors, within eighteen (18) months of appointment. Training will be arranged by the City of Rochester after the time of appointment.
  4. Employee must obtain Certification as a Lead Dust Wipe Sampling Technician. Training will be arranged by the City of Rochester after the time of appointment.
